Varuna - god of justiceVaruna is god of oceans and justice. He holds a noose associated with extracting souls after death. His mount is a makara chimera fabulous crocodile-like animal. It is his crocodile emblem which is frequent numerous times on Indus seals, often with Pashupati. This could represent Shiva Pashupati as an agent which upholds cosmic balance (water-bearer sign #15).
